Let's start with a bit of reality, Hawaii is not a cheap place to visit, even with a recession occurs there are still many people who want to go to Hawaii. With or without a car can do cheap things like Diamond Head Park, Honolulu Zoo and Waikiki Aquarium. You can do many things with a car in Waikiki, including Hanauma Bay, but for the rest of the island you really need a car.
I know this is going to sound crazy, but think about putting a tent with you and spend some nights in some of the great waterfront parks on Oahu. One of my favorite places in the world is Malaekahana State Recreation Area, in the camping areas are in the water but away from road noise are also some cabins, but you need to reserve the over how far in advance, they really are beach houses and are great deals. I stayed where there were few people around and had the beach to ourselves.
